Bucharest Luxury Real Estate: Market Report Q2 2026
Prices by area, premium segment data from the NOR portfolio, and the outlook for the second half of the year
The market at mid 2026: tempered growth, solid premium segment
The second quarter of 2026 confirmed the direction set at the start of the year: residential prices in Bucharest keep rising, but the pace is settling. The average asking price for an apartment in Bucharest was approximately 2,160 euro per usable square metre in July 2026 (Storia): new apartments were up 7% year on year, older ones slightly below last year's level. Nationally, Imobiliare.ro recorded an average of 2,025 euro per square metre in May 2026, 12% above the previous year, while the number of transactions in the first four months of the year fell by 15%. Rising prices and fewer buyers: a sign of stabilisation rather than cooling.
The areas that matter to us and to our clients are a different market altogether. In the Imobiliare.ro ranking of Romania's most expensive neighbourhoods for the second quarter of 2026, eight of the top ten are in Bucharest, all in the north: Primăverii 5,638 euro/sqm, Kiseleff 5,632 euro/sqm, Aviatorilor 5,541 euro/sqm, Floreasca 4,460, Herăstrău 4,427, Șoseaua Nordului 4,245, Dorobanți 4,158. All of them exceed the centre of Cluj-Napoca (4,022 euro/sqm), until now the country's benchmark for expensive housing. Against the city average, the gap is 2 to 2.6 times.
The premium segment: numbers from the NOR portfolio
The city average says little about the luxury segment, so here is the layer of data we see directly in our active portfolio at the end of Q2:
- Floreasca, premium apartments around 5,200 euro per square metre; properties with generous terraces and views trade at a visible premium
- Iancu Nicolae, new and renovated villas between 4,000 and 4,800 euro per square metre, with peaks toward 6,900 euro for architect designed projects; the typical premium villa budget: 1.2 to 2.4 million euro
- Snagov, residences with direct lake frontage position around 3,700 to 3,800 euro per square metre, and rare attributes, a private pontoon, water frontage, matter more than the square metre itself
- Voluntari / Pipera, new turnkey villas with full technical specifications reach 4,700 to 4,800 euro per square metre
Figures come from active NOR listings as of 30 June 2026 and are indicative; at this level of the market every property is valued individually.
Three trends we see on the ground
1. Technical specifications have become an entry criterion. Heat pumps, photovoltaic panels, heat recovery ventilation, smart home: in 2026 these are no longer differentiators but baseline expectations for villas above 1 million euro. Properties without them negotiate visibly downward.
2. Video sells before the viewing. Properties presented with vertical video tours generate significantly more qualified viewing requests; the buyer arrives already 80% convinced.
3. Off market keeps growing. A growing share of transactions above 1.5 million euro closes without a public listing. Sellers of calibre demand discretion; serious buyers demand access. This is precisely the ground NOR works on.
Outlook for the second half of the year
Analyst consensus points to moderate growth of 3 to 5% in H2 2026 at city level. For the premium segment in the north we expect an evolution at least in line with the market, supported by structurally limited supply: scarce land, slow permitting, high construction costs. Properties with rare attributes, lake, park, signature architecture, will continue on their own trajectory, largely decoupled from the average.
